I was asked to provide some survival/mitigation information to the people of Beirut, based on my 35 years of experience of saving people buried alive inside of collapsed buildings. There are 2 main things for the people, of Beirut, to know:
1) I expect that people will be surviving inside of steel-framed structures for up to 3 weeks (These structures will have many survivable voids or ‘triangles of life’, in which someone can survive uninjured.). These structures are the ones that rescuers should concentrate on. The pipes from water and sewer lines will carry oxygen deep inside of the structure. Also, use a hammer or steel pipe/rebar to hit on broken lines. Three long hits followed by a pause. This pattern will instantly be recognizable by someone deep inside of the collapsed structure. The sound will carry inside of a pipe for a great distance. They can easily repeat the pattern for you to quickly identify areas where people are trapped.
2) Be aware that damaged structures can further collapse without warning! They should be treated as very dangerous. Buildings near the streets or sidewalks should be ‘roped off’ so that they do not fall on or kill people who are walking on the sidewalk. Myself, I always walk down the middle of the street, if possible, to be as far away from a ‘spontaneous collapse’ as possible.
Ordinary people have a tendency to look downward when they walk. In a city with damaged buildings, you need to change this habit. You need to look upward. It is so simple: Things fall down. They don’t fall up. The danger to your life can be seen if you look upward. I have shown rescuers a 2-ton slab of concrete dangling above their head. They were eating their lunch underneath it. Nobody looked up. They jumped to their feet and fled in terror after they looked up.
Again, these are the main things for people to know. There are people still alive inside of these structures and watch out for spontaneous collapse.
